u can get elite skills from bosses. You will need a signet of capture to capture a skill(can be an elite or normal skill) and then the signet gets replaced with it.
IIRC battle rage can eaisly be obtained in that place north of camp rankor, just take henchies and fight for 10/15 minutes and you cna capp it form some troll boss (i know cause i capped it yesterday:P)

You can get Battle Rage in Talus Chute from a fellow with the meolodic name: Smurkk Foombuul.

As far as finding where you get the skills, you can use the skill listing link on the main page here. You'll also find lists and maps on other site (not sure of the rules so I will not list them) but you can find loads of elite skill listings by using Google and this search:

+"elite skills" +"guild wars"

Excellent source for Elites info:

http://www.xennon.co.uk/eliteskills/#monk

If you play the game normally you will be about level 20 and in the process of ascension before you capture any elites, so you have a ways to go!

At level 6 you have a ways to go before you'll be able to capture any elite skills. First place they are available is crystal desert.

Yup, buying signets is no worse than buying the skills themselves, as long as they are not quest reward skills. So if you get a chance to cap a skill slightly early, why not!

Just remember to make sure that you cant get it from a skill quest, otherwise its a waste of gold and a skill point. I got Barbs like this.

I suggest you weigh the cost vs the usefulness of the skill. A minion master can get Fiends out of Lions Arch from Timot in the Reversing the Skales quest, which is worth more to the MM than 1 skill point and some gold.
